Data Collection Errors Immediately And Does Not Launch Any Other Requests (Doc ID 416654.1)

Symptoms

Data Collections Request Set is launched and errors immediately.

No other requests are launched.
This is unique from most all other failures in that we usually see the Refresh Collection Snapshots program launch and then failure occurs in that Refresh Collection Snapshot
OR Snapshot request completes successfully and then request on the the Planning Data Pull or Pull Worker will fail.

Changes

This usually occurs when a new instance is created or cloned from previous instance.  In cloning cases, the issue is not seen in other instances.
