MSCNCP/MSCOLP Batch Replan/Online Planner Deletes Some Planned Orders (Doc ID 417278.1)

Users are testing MSCOLP - Online Planner and MSCNCP - Net Change Simulation Planner.  However, review of the ASCP Planners Workbench - MSCFNSCW appears that some planned orders and other data were deleted.

Steps to Reproduce

A. Run an ASCP Unconstrained Plan for one organization.  Record the total demand after ASCP plan completed for a particular item.
B. In the ASCP Workbench - Increase the demand for the end item. Run Batch Replan. Record the total demand after the Batch replan completed. The total was less than the total recorded in Step A.
C. Change the demand in the source instance demand by the same amount as performed in Step B.  Rerun data collections and the ASCP Plan. The Total demand was increased and it was more than that recorded in Step A.

This problem also appears to occur with the same steps but using Online Planner instead of Batch Replan.
