Symptoms

In a decentralized APS environment, where the EBS source instance has patching levels from 11.5.10 through 12.0.6, and a decentralized setup:

When attempting to release planned orders from the ASCP Planners Workbench OR
by manually launching the 'Auto-Release Planned Orders' concurrent request,
both fail:

Either release planned orders from the Planners Workbench OR release them via the concurrent request during the plan run.
