Why there are no orders created after running RPLEXT batch and why is Store is need not fulfilled until the Constant Level (Maximum stock in REPLATTR.fmb) in the below scenario?

For example:

Look at creating an item with a "Constant" method of replenishment (say, max constant level is 350) and have Wh/Cross Link type of sourcing for store # 1100 from Warehouse # 1001.  The presentation stock is, say 250.  Suppose the Stock on Hand (SOH) at store # 1100 is 225 and SOH at Warehouse # 1001 is only 5 units.

When running the replenishment batches, a PL type transfer is getting created for 25 units to Store # 1100 from Warehouse # 1001.

But after running the RPLEXT batch, no PO(Purchase Order) is getting created for 20 units (as Wh can fill only 20 for the store). Currently the logic is fulfilling the store's inventory only up to its Presentation stock level.
