Cannot Run OFSA 4.5 ID on Client-Side - Processing/Preview Window Does Not Appear (Doc ID 421534.1)

Symptoms

When you try to run an Allocation ID, a Risk Manager (RM) Process ID, a Transfer Pricing (TP) Process ID, etc. on the client-side, nothing happens.  The small processing window never appears and no results are generated.

Normally, when you run an OFSA ID on the client-side, after clicking the "Run" icon, a second "Processing" window pops up.  Below is an example of the information it contains for an Allocation ID:

Status: Complete in 00:00:16.

You also cannot "Preview" an Allocation in Performance Analyzer (PA).  Nothing happens after clicking on the Preview button.  The Preview window never appears.

Note: An Allocation ID is run on the client-side when the "Run on Server" box is not checked.  A RM or TP Process ID is run on the client-side by selecting "Client" under "Location" on the "Process Mode" page.
