Non-English Calendar Period Dimension Member Load Successful But No Data Loaded (Doc ID 421767.1)

This problem can occur on any platform.

Symptoms

In Enterprise Performance Foundation Administrator, in the "English" language, when trying to load new non-English Calendar Period members using the Dimension Member Loader program, the Dimension Member Loader request completes successfully and indicates that all rows have been loaded successfully.  However, the non-English Calendar Period rows have not been loaded and are still in the interface tables:

FEM_CAL_PERIODS_B_T
FEM_CAL_PERIODS_TL_T
FEM_CAL_PERIODS_ATTR_T

Additionally, the STATUS column in the interface tables does not contain any errors.  STATUS is still "LOAD" in all of the interface tables.

Example:

You log into the E-Business Suite in "English".  You run the Dimension Member Loader program to load the rows.  The request finishes successfully and the following is in the View log:

154 rows loaded successfully.
0 rows failed to load successfully.

(Note: 14 + 14+ 126 = 154)

However, all of the rows remain in the interface _T load tables with a status of "LOAD".
