OGL EPF: "User cannot update or delete object" and "User may not have write access on folder" errors when running a Hierarchy Rule. (Doc ID 427361.1)

Users get the following error message when running a Hierarchy Rule:

Enterprise Planning Foundation
General Ledger Hierarchy Rule Engine fails when run by user user2.lastname.

User cannot update or delete object.
User may not have write access on folder in which the object resides, or, object may be
Creation of new hierarchy structure failed.
Process registration has failed.

If user user1.lastname runs the hierarchy rule, this it works just fine.  It appears to be an issue with the user user, use2.lastname.   

o user2.lastname has read/write access to both the default and data integration folders
