FM_BILL_CHANGE_START_TIME_ON_ACTIVATION Documentation For Release 7.2.1 Needs Correction

This problem can occur on any platform.


fm_bill change_start_time_on_activation  value had to be explicitly set to 0.  
Not having set to 0 causes Account Product dates to be altered during reactivation.  Per the documentation, the default behavior is no changes to start date, but in reality it appears just the opposite.
