Pricing Center Startup Error "Could not load suite definition file" When Using It With WebStart

When Pricing Center is configured to use WebStart, it downloads the jar files to the default WebStart location (C:\Documents and Settings\<user_login>\.javaws\cache). When you try to login to Pricing Center, it throws the error
"Could not load suite definition file. Exiting Application".
If you change the WebStart cache location to something without spaces (e.g. C:\JAVAWS_CACHE), then it works correctly.
Because of this problem, users cannot use Pricing Center without the work-around above. Some Pricing Center users could not have desktop administrator rights to change the cache location.
The WebStart (javaws.exe) in Pricing Center package works fine, but some users cannot use that version of WebStart because of their system requirement.
