OGL EPF: Dimension Member Spreadsheet Load Error: ORA-06502: Character String Buffer Too Small

In Enterprise Performance Foundation (EPF) 11i Administrator, when using the Web ADI "Create from Spreadsheet" utility to load new Dimension Members into a dimension, the following error occurs:
ORA-06502: PL/SQL: numeric or value error: character string buffer too small
Steps to replicate:
Go to "Enterprise Performance Foundation Administrator"
Go to "Configuration Rules" → Dimension → Members
Use "Switch Dimension" to select the appropriate dimension
Click on the "Create from Spreadsheet" button
Save the spreadsheet to the desktop computer
Populate the spreadsheet
In Excel, select "Oracle" → "Upload"
The error "ORA-06502: PL/SQL: numeric or value error: character string buffer too small" appears in the "Messages" column of the spreadsheet.
o Already reviewed <Note 374477.1> Dimension Member Spreadsheet Load Error: ORA-06502 Character String Buffer Too Small and have applied <Patch: 5331929> "WEBADI ERROR ORA-06502 CHARACTER STRING BUFFER TOO SMALL" but the error message still appears.
o Spreadsheet has User-defined Attributes. The records failing are records where the user defined attributes are populated.
o The Concurrent Program "Maintain Web ADI MetaData for Dimension Member Integration" was already run to add the user defined attributes to the dimension member spreadsheet.
