ITEM_LOC.REGULAR_UNIT_RETAIL Is Being Updated With Clearance Retail (Doc ID 429353.1)

Actual Behavior

If a clearance price change is approved and executed in RPM)for a particular item
and location, the regular_unit_retail value on ITEM_LOC table also gets updated with clearance price for that
item/ location

Expected Behavior
Expect the field should represent the regular unit retail of the item and not the clearance retail. The clearance retail
is written to the UNIT_RETAIL field.

The issue can be reproduced at will with the following steps:
1. Create a clearance for an RMS SKU/1 location in RPM.
2. Approve the clearance in RPM
3. Execute the batch PriceEventExecution.
4. Notice that both the UNIT_RETAIL and REGULAR_UNIT_RETAIL fields on ITEM_LOC
    were updated with the clearance price. REGULAR_UNIT_RETAIL field should NOT be updated.
