Unable to Enter the Restore Time on the Event Details (Doc ID 430305.1)

We are unable to enter a restore time on the Event Details/Picklist in OMS without getting an error message:
Web "Failed to update event details information"
Motif "Could not update outage begin and restore times"

The only way to get around this message is to complete the event, then open the event back up and modify the restore time.
1. Event is complete and details have been entered.
2. Event Restore date and time are entered. Clicked on save button
