Symptoms

-- Problem Statement:
On OC 4.5.1:
When attempting to start PSUB, the following error occurs:

SQLNET.ora file was defined with the following parameters :
SQLNET.AUTHENTICATION_SERVICES = (None)

ERROR
PSUB NOT STARTED : MESSAGE : ORA-01017: INVALID USERNAME/PASSWORD; LOGON DENIED

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1) logged as RXCPROD
2) Tried to start PSUB service with the Log on parameters :
dbsept 45 verbose d:\\opapps\\oc\\45
