Account Consolidation Fails with No Exchange Rate Type Specified Exception

This problem can occur on any platform.
No Exchange Rate Type Specified.
Column Population exception.
Process Single Rule exception.
The issue can be reproduced at will with the following steps:
1. Login Profitability Manager
2. Create Column Population Template
3. Create Business Rule -> Customer -> Account Consolidation Rule.
4. Run the Rule that launched PFT_ARC_ENGINE concurrent program.
