External GL Data Loader Completed with Warning - No Data Loaded

-- Problem Statement:
A custom program ran fine and loaded the data to the fem_bal_interface_t table. When running External General Ledger Data Loader, it completed with warning and no data is loaded to the fem_balances table.
FEM_XGL_POST_ENGINE module: External General Ledger Data Loader
Either the loading process could not find any rows in the interface table
(FEM_BAL_INTERFACE_T) that match the parameters entered for this execution,
or the data slice columns are NULL for all matching rows.
The parameters entered resulted in the following values used for matching:
CAL_PERIOD_END_DATE: 31-JAN-07 00:00:00;
LEDGER_DISPLAY_CODE: NETZERO, INC;
Note that for LOAD_METHOD_CODE = 'I', the only new rows processed are those
with LOAD_METHOD_CODE = 'I'. However, all error rows remaining from previous executions are reprocessed, including both 'I' and 'S' values. Note also that
DS_BALANCE_TYPE_CODE must match the Dataset Balance Type Code attribute
of the Dataset parameter.
-- Steps To Reproduce:
1. Run UOL EPB Load Assets Projection Depreciation
2. It will run FA Projections (Depreciation Projection) and load data to the fem_bal_interface_t table
3. Run External General Ledger Data Loader with Incremental mode.
