Symptoms

The Data Loader Rule launched 'Detail Client Data Load' requests are stuck in either 'Pending' or in 'Running'. Master process completes with errors saying to check log file of child 'Detail Client Data Load' processes. Problem does not occur if only loading one calendar period of data.  Upon canceling a request, more processes appear to complete.

EXPECTED BEHAVIOR
Expect that the Data Loader completes all requests successfully in a timely fashion.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1. Data loader rules were created, approved and run.
2. Create daily data in FEM_DATAX table for one year worth of data.
3. The Data Loader started rule spawns 365 'Detail Client Data Load' requests for each day calendar period and all the requests do not complete and are either stalled in 'Pending' or 'Running'.
