Error Starting RQ: ORA-12154: TNS:Could Not Resolve the Connect Identifier Specified (Doc ID 437249.1)

After upgrading the OFSA database from Oracle 9i to Oracle 10g, you cannot start the OFSA Request Queue (RQ).  You receive the following error after entering the RQ start command on the server:

$ rq -b <Database Name> rq.log
Request Queue
Version 4.5.39
Copyright (c) Oracle Corporation, 1995-2000
All rights reserved worldwide.

Login: ofsademo

Working directory now: /app/ofsa/ofsa4.5.39/log
Error(Oracle Financial Services Application error) (203105) Oracle drv_oci error:

OCI Function: [0] - olon(), orlon()
Oracle Error: [12154] - ORA-12154: TNS:could not resolve the connect identifier specified

Driver Function: drv_oci::Connect()

MB(AttachDB()) Error attaching to database: <Database Name>
