OC/RDC Log In Screen is not Displayed (Doc ID 437404.1)

-- Problem Statement:
On RDC 4.5.1:
When attempting to log into RDC, the following error occurs and the login screen is not displayed:

ERROR http://<host.domain>/forms60java/f60all_jinit.jar

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Enable Jinitiator Java Console
2. Attempt to log into RDC
3. Error occurs and log in screen is never displayed!
