CORBA server goes down when launching OCA client

Symptoms
Description
When launching the OCA client (both PC installed and via Weblogic), we receive the following error:
Failed to initialize session due to OCA server connection failure org.omg.CORBA.COMM_FAILURE: vcmid:SUN minor code:201 completed:No on CORBDEV7
At the same time, CORBDEV7 (corbaOCASvr) disappears from the 'status' output.
Impact
Cannot use the OCA Client for Fallout Management.
