NEP is not Starting due Mutex Error

Symptoms
NEP is not getting started once we add some 50 NE (only 50 NEs are in the DB) in ASAP. It throws the error:
When we remove 40 NEs it comes up properly.Do we have to change the MAX_MUTEXES in ASAP.cfg.
