DBMS_SQL Errors Running Ofspa Executable on Server After Upgrade to 10g (Doc ID 445197.1)

Symptoms

After upgrading the Oracle Financial Services Applications (OFSA) 4.5.39 database from Oracle 9i to 10g and upgrading the operating system, you cannot run an Allocation directly on the server using the 'ofspa' executable.  The following errors occur in the ofspa.xxxx file in /OFSA_Install/log:

OCI Function: [4] - oexec(), oexn()
SQL Function: [34] - PL/SQL EXECUTE
Oracle Error: ORA-04068: existing state of packages has been discarded
ORA-04065: not executed, altered or dropped stored procedure "PUBLIC.DBMS_SQL"
ORA-06508: PL/SQL: could not find program unit being called: "PUBLIC.DBMS_SQL"
ORA-06512: at "dbowner.OFSA_DBA", line 1276
