Unable To Access Departments And Zone Groups In Some Retail Price Management Screens

Unable to view departments and zone groups in Retail Price Management (RPM) "price change" screens while zone group and department records can be found in other screens like "price inquiry".

Steps To Reproduce:
1. Log in to RPM.
2. Click "price changes" , "create price change", click "new".
3. Select regular price change, effective day, set change type to change by amount, input the changed number.
4. Click the zone group list of values (LOV) button, the LOV is empty.
5. Click the Department LOV buttion, the LOV is empty.
