Message In Retail Integration Bus (RIB) Hospital Cannot Be Processed

On Retail Integration Bus (RIB) 12.0.1, integrated with Store Inventory Manager (SIM) 11.1.3, an entire SIM database was exported from production (PROD) and imported into a Development (DEV) environment.
After this, there was a row in SIM's RIB Hospital which could not be retried by the e*Way "ewHospitalRetryISO".
Note: Although this situation had occurred on RIB 12.0.1, this applies to all known RIB versions as of this writing.
