Unable to start IPSA component manager using "orchcm" or "ipsacm" (Doc ID 452332.1)

Symptoms

Unable to start IPSA using the command "ipsacm start"; no process(es) start.

The only component that is shown as running, with "ipsaps" is the Naming service. Additionally, the log files show no activity and there are no error messages.

Changes

The following changes are likely to trigger the problem:
1. A change to the IP address of the host while the application is running
2. An abrupt termination of the Component Manager component process
