Create and Delete Promotion Price Change XML Messages Sent to RIB

Goal
In the Extensible Markup Language (XML) message that gets published to Retail Integration Bus (RIB) when an approved promotion is turned to worksheet status and then deleted in Retail Price Management (RPM), why is 'promo_comp_id' as well as the 'promo_id' in the XML message not being generated upon deletion?
On creation of the promotion, the XML that is generated from RPM contains the 'promo_comp_id' as well as the 'promo_id'. When the same is deleted from RPM, another XML message is generated which does contain one numeric, but not the promo ID or component ID.
