Receiving java.lang.OutOfMemoryError In Tomcat Log. (Doc ID 453260.1)

On 7.1 in Test:
When attempting to access the collaborator workbench with 14 users, the collaborator workbench
does not open and the following error occurs in the Tomcat webserver log over and over again:

2007-08-01 08:57:27 StandardWrapperValve[jsp]: Servlet.service() for servlet jsp threw exception

With about 2-3 users they can login to the collaborator workbench successfully. Bouncing the webserver
several times does not have any effect. The database is running on its own server (quad
core with 8 gigs, 9 spindle SAN). App Server/tomcat is running also on a quad core with 8 gigs.
The taskmgr.exe reported that app server never exceeded 25% and had 6.9 gigs available.

The issue can be reproduced at will with the following steps:
1. Start the Tomcat Webserver
2. Attempt to login to the Collaborator Workbench with several users
