Final Bill Not Generated when All Service Agreements are Stopped For Account on Current Bill Cycle In CCB (Doc ID 454960.1)

Symptoms

When ALL Service Agreements (SA) of an account are stopped, this is supposed to update the Bill Cycle currently assigned to the account, to the Bill Cycle that will be open on the next Billing run. This is to ensure that a Final Bill for that account is created on the very next Bill Run.

A problem occurs when the Bill Cycle that is currently open happens to be the same as the Bill Cycle on the account in question. If the account has already been billed in the Billing Window for this Bill Cycle, then it won't be billed again - meaning no Final Bill is created.

If the account has already been billed in this bill cycle then when it is updated, it should be set so that it is picked up in the next bill cycle - thereby creating a final bill.
