Final Bill Not Generated when All Service Agreements are Stopped For Account on Current Bill Cycle In CCB

A problem occurs when the Bill Cycle that is currently open happens to be the same as the Bill Cycle on the account in question. If the account has already been billed in the Billing Window for this Bill Cycle, then it won't be billed again - meaning no Final Bill is created.
If the account has already been billed in this bill cycle then when it is updated, it should be set so that it is picked up in the next bill cycle - thereby creating a final bill.
