Service Policy and Map Class on same interface can generate a misleading error

Symptoms

IPSA was unable to successfully configure a device after an IOS upgrade, IPSA issued commands after a consistency check which were rolled back. The device went into intervention required mode and no further configuration could be sent to the device.

The fault seen in the cisco.log file was "Attaching service policy to main interface and pvc concurrently is not allowed"

Changes

The IOS was upgraded on the device in question. Running config was reloaded.
