A Sessiontimezone of "+00:00" is Always Returned by Derivation Procedures Running in RDC Context

Symptoms
-- Problem Statement:
On RDC 4.5.2.2 find that there is a difference in the sessiontimezone when doing data entry in RDC Pdf and in OC (+00:00 in RDC Pdf and +02:00 in OC).
EXPECTED BEHAVIOR
Expect the sessiontimezone to be the same across sessions, and that session timezone to be the one setup on the web client accessing the application.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Create a derived question
2. Create a derivation procedure that stores the sessiontimezone value in the derived question
3. Perform data entry in RDC PDF and then in OC
4. Notice that the corresponding values will be different in the two sessions
