Pl/Sql Error PLS-00323 Encountered when Installing RDC OnSite (Doc ID 465404.1)

Symptoms

-- Problem Statement:
On 4.5.1 in Production:
When attempting to apply the Oracle Clinical 4.5 Patch Set 2 (install the RDC OnSIte patch) on the database instance, the following error occurs:

ERROR:
Warning: Package Body created with compilation errors.

Errors for PACKAGE BODY RDC_ACTIVITY_STD:

LINE/COL ERROR

70/11 PLS-00323: subprogram or cursor 'ENFORCEREQUERY' is declared in
a package specification and must be defined in the package body

72/11 PLS-00323: subprogram or cursor 'SETINCLUDESPATIENT' is declared
in a package specification and must be defined in the package
body

73/11 PLS-00323: subprogram or cursor 'RESETINCLUDESPATIENT' is
declared in a package specification and must be defined in the
package body


LINE/COL ERROR
-------- -----------------------------------------------------------------
75/10 PLS-00323: subprogram or cursor 'FILTERINCLUDESPATIENT' is
declared in a package specification and must be defined in the
package body

Same kind of errors are encountered for the RDC_USER_ACTIVITY_TAGS package. Manually trying to compile the packages also fails.

OC iPatch 4.5.1.21 has been applyed to the 4.5.1 OC instance prior to applying the RDC OnSite patch.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Attempt to apply the Oracle Clinical 4.5 Patch Set 2 to the database instance
2. After issuing the 'start patchset452.sql' (step 5 in the 'Applying the patch to each Windows
database' section on the installation) the error occurs
