For CCB v.2.1.0 CLBDSYNC Cannot Connect to Oracle Database on 64-Bit Windows Due to ORA-12557: (Doc ID 465496.1)

 In CONFIGLAB, when attempting to run CL-COPDB, it is failing with the following errors.

ERROR IN CLBDSYNC: Couldn't connect to the database Oracle CCBCONVT CISUSER - ORA-12557:
TNS:protocol adapter not loadable (DBD ERROR: OCIServerAttach)

followed by:

- 08:50:51,540 [main] ERROR (support.batch.GenericCobolBatchProgram) A non-zero code was returned from call to COBOL batch program CIPYSYCB: 2
- 08:50:51,555 [main] ERROR (grid.node.SingleThreadedGrid) Exception trapped in the highest level of a distributed excecution context.
- 08:50:51,680 [main] ERROR (support.context.SessionExecutable) Caught exception from SessionExecutable.execute()
- 08:50:51,696 [main] ERROR (api.batch.StandaloneExecuter) Error encountered in standalone executer

The issue can be reproduced by executing the CL-COPDB DB Process from a Windows x64 environment using ConfigLab.
