RPM Fails Before Login Screen

Information in this document applies to any platform.
You are not able to start the Retail Price Management (RPM) application. It fails with a fatal exception.
Steps To Reproduce:
1. Click on the JNLP link for RPM.
2. Note that application opens and even before the login screen an error occurs:
"Cannot connect to server on startup".
