RPM Fails Before Login Screen

Symptoms

Users are not able to start the Retail Price Management (RPM) application. It fails with a fatal exception.

Caused by:
org.apache.commons.lang.exception.NestableRuntimeException: fatal persistence error while creating hibernate session for (/hibernate.cfg.xml)

net.sf.hibernate.HibernateException: /hibernate.cfg.xml not found


Steps To Reproduce:
1. Click on the JNLP link for RPM.
2. Note that application opens and even before the login screen an error occurs:
     "Cannot connect to server on startup".
