You are unable to add Organizations to Plan Options and as results you are unable to run plans on any Organizations.

FRM-41830: List of Values has contains no entries


STEPS
Run Data Collection on new instance.

Create a Plan name and Plan Options.

Trying to add Organizations to Plan Options and system generates Error:
