Network Processor CIR round off option causes errors when set to TRUE (Doc ID 469449.1)

Symptoms

During the upgrade process from 5.1.3 to 5.2.1 on the production failover system as part of the
Phase 2 project the upgrade failed with over 9000 rejected concretes. The following error was seen
in the UI and the network processor log file;

translated error "Invalid decimal value: unexpected char '69'" to "Invalid decimal value:
unexpected char '69'"

Changes

The options file had CIR-RoundOff set to true, for this device / IOS combination
