Symptoms

-- Problem Statement:
Resetting capabilities on a device sometimes generates an error message that does not specify the
interface / subinterface

-- Steps To Reproduce:
1. Log into OIM
2. Select a device, make a note of the object id
3. Issue the command "resetCapabilities [xxxxx]" where xxxxx is the device object id

-- Business Impact:
Users cannot determine which interface the alarm is against, on a large PE this could be time
consuming to find out which one
