Cannot Update Hierarchy Version Effective Dates - Hierarchy Has Read Access

This problem can occur on any platform.
You cannot update the Effective Dates for a version row under a Hierarchy that was transferred from Oracle General Ledger (GL) using a Hierarchy Rule. When you click on the Update icon on the version row, the following error appears at the top of the screen:
"You cannot perform this operation as the Hierarchy has 'Read' access. You can change the access by updating the Hierarchy."
However, you cannot change the parent Hierarchy row to "Read & Write" access because the "Update" icon is disabled.
Steps To Reproduce:
- Using the Dimension Hierarchy Loader or the interface, add a second version to a Hierarchy transferred from GL
- Go to Configuration Rules > Dimension > Hierarchy
- Click on the "Update" icon next to either version row of the Hierarchy
