Workorder Is Not Displayed On Backorder Picklist

Information in this document applies to any platform.
The system is supposed to process a picklist for backorder processing when an item comes in. However, the work order is not displayed on the picklist. The item has a demand of 500 and there is not sufficient quantity in the storeroom to meet this demand. Why is the backorder picklist not displayed?
