Receiving Invalid Username Or Password Error For Some Web Users After Database Dump And Patch Were Applied To An Instance

On 7.0.2 in Test:
Users setup a Test Demantra server using the databases from their Production Demantra server, but
now they're having a problem where they can log into Demantra Web applications using some
usernames, but not others. Even after resetting the passwords in the Business Modeler they still
have the same problem. They receive the following error message on the problem usernames when
trying to login:
Invalid Username or Password...
Please try again
The only difference is that they applied RUP#199 patch 6378918 to the Test instance after bringing
over the Prod DB dump to the Test environment.
The issue can be reproduced at will with the following steps:
1. Took Production Demantra database backups and restored them over the newly installed Test
2. They can log in using username/password "DP/DP", so they continue with installing 7.0.2
RUP#199 patch 6378918 to try and fix some of our Production issues.
3. They had end users then try and log into the Test Demantra server to test if patch fixed
issues and now notice that certain users can login, while others cannot.
The issue has the following business impact:
Due to this issue, some users names cannot log into the Demantra Web Applications in Test
