This problem applies to upgrade from any release to 7.3.

ITEM_TRIGGER in the Portal 7.3 database is not getting upgraded, It still has the old Portal script. Due to this problem, a user who has upgraded from a previous release to 7.3 is not able to bill any customer in Portal 7.3.
Steps to Reproduce
1) Create a customer account with Customer Center
2) Bill the customer
