Cannot Top Up Voucher In Customer Center

When attempting to do a manual voucher top up using Customer Center, we may encounter below error in a popup message :
voucher could not be found in database
In fact the voucher does have a valid state in the database.
- Find an voucher ID which can be allocated.
- From Customer Center, enter voucher id and pin.
- Customer Center errors out saying that the voucher is not found in the database.
