In New Case Screen An Exception Is Raised For Soft Edit Checks

This problem can occur on any platform.
On 4.5.1 in Production:
When entering new case and entered a value under the Received by which is not in the liat of Value
when the soft edit check screen appears and click on the Raise Query or Close option, the
following error occurs:
FRM-40735 WHEN-VALIDATE-ITEM trigger raised unhandled exception
ORA-01403: no data found
ORA-06512 at"AERS.RPR_AE_DISCREPANCIES", line 14
ORA-04088 error during execution of triggers AERS.RPR_AE_DISCREPANCIES
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Create a new case.
2. Go to Received By field and enter name that is not part of the LOV. Leave field.
When Soft Error Processing Options appear, select "Raise Query".
