Symptoms
When trying to create a provisional DCI form, you hit the following error:
The utl_http package is valid and permissions seem fine.
When you run the layout, the PDF and xlm file go to the c:\opapps45\html\rdc\temp directory. The PDF
file looks fine, it opens when you double click on it. The xml file is also present on the unix server opapps\xmltemp
You can ping the middle tier from the database server.
In summary, looks like the creation is fine, it's failing at the last minute whatever that process is.
