Billing Problem When Using DST Timezone Setting For Countries Where There Is No DST (Doc ID 550910.1)

Symptoms

On running pin_bill_day for April and October, the Customer Center is showing the bill cycle start date from 28-Mar-08 to 27-Apr-08, 27-Apr-08 to 27-May-08 and 27-Jun-08 to 27-Jul-08. 

The HP-UX TZ variable was set to PST-8PDT but the CM pin.conf rating_timezone is different.

For Example: On changing OS TZ environment variable to CTT or Asia/Kuala_Lumpur and re-create with a new account and run 1 years bill, all the bill cycles start and end date is consistently as 28-Mar-08 - 28-Apr-08, 28-May-08 - 28-Jun-08, etc.
