Direct Debit Payment Type Not Available When Logging Using CSR Account (Doc ID 551318.1)

This problem can occur on any platform.

Symptoms

When one logs in into Customer Center using CSR account, payment type "direct debit" is not available from the dropdown selection box.

This issue can be reproduced by the following steps:
1) create a new role in Permission Center, give the role all the permissions for Customer Center with read/write access
2) assign a new CSR to the role
3) log into Customer Center using the CSR account(created in step 2)
4) create a consumer/business account, check the payment panel in the account creation wizard.

Problem result:
There is no "direct debit" payment type available in the payment pane.
