In the context of prepaid service, a non-currency resource has a negative value. The service user uses the service until the resource is consumed to the balance of 0. In that case, the service provider set the credit limit to 0 to this non-currency resource in the pricing plan so it doesn't get over consumed. However the opcode PCM_OP_ACT_FIND_VERIFY will still allow connection to the service even if the resource balance is 0 and credit limit of this resource is set to 0.
