CCB V2.1.0 Phone Formatting Algorithm should be Optional

The Phone Number Format Validation Algorithm should be optional, however, when you attempt to add a new Phone Type without a valid algorithm, the following error appears in a dialog box:

Phone Number Format Algorithm field missing.
A mandatory field has been left blank. Please enter a value and retry your request.
Message number: 11001, 101

To Reproduce This Situation:
1. Go to Admin Menu -> Phone Type and create a new Phone Number Type.
2. Leave the Validation Algorithm blank.
3. Attempt to save changes - you will be presented with an error dialog box.
