UK_TRANS_ACCT Violated When Trying to POST after Manually Adding TRANSACTION Record

This problem can occur on any platform.
Symptoms
When attempting to add a record to the LSTRANSACTION table,
the following error occurs.
ERROR
Error : [Oracle][ODBC][Ora]ORA-00001: unique constraint (PWRLINE.UK_TRANS_ACCT)
STEPS
The issue can be reproduced at will with the following steps:
1. Manually insert a record into the LSTRANSACTION table (via Toad or Oracle tools, not LODESTAR
application)
2. Attempt to post a transaction for the same account
BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot post any transactions for this account.
Changes
Any time a transaction record is manually inserted into the database without following the additional steps that the application performs when posting a transaction.
