Symptoms

-- Problem Statement:
On 11.5.10 in Production:
On RUP 24
When running ASCP Plan the component is computing based on quantity/rate instead of the demand start quantity

EXPECTED BEHAVIOR
Expect ASCP to explode component requirement based on demand start quantity, not quantity/rate

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Login Oracle Application and go to from SCHEDULER or Advanced Supply Chain Planner responsibility
2. Launch plan.
3. Once plan completes, expand Workbench Navigator, highlight a plan.Choose Supply/Demand or
Supply, filter to a range of end-item numbers or a specific one, choose FIND, and open the workbench.
4. Add the column (Folder>Show Field) Start Quantity to compare Start qty against Qty/Rate.
5. Highlight a supply order line (planned order or discrete job) and expand the pegging tree via the supply view (hide resources). The components show a requirement based on the qty/rate not the start qty.

Due to this issue, users cannot rely on the planned orders generated because the component
requirements are incorrect, usually grossly understated, causing Purchasing to under-supply
manufacturing with materials for production. This also causes inaction due to understated need,
and when found causes extra money to be spent to hyper-expedite materials from the client's
suppliers, &/or impacts mfg lead-time causing work to be delayed or late
