Policy Server fails to start with "TextEncryptorException" or "Failed to read object model from database" message (Doc ID 554596.1)

Symptoms

The IPSA Policy Server does not start, the following message is seen in the logs:

Here is another example (slightly different, but really the same cause):

Note that the error message about the database connection details being incorrect, this can be slightly misleading, the "TextEncryptorException" message beforehand is the root cause.


In systems where the policy server is not running with the +debugAll option then you will only see the error "Failed to read object model from database" as in the following example:
