BneFatalException Error Invalid Operation When Populating Spreadsheet For Table FEM_BALANCES (Doc ID 555994.1)

Symptoms

On 11.5.10.2 .FEM.D.1 Rollup #3:

When trying to load data via WebADI in FEM_BALANCES via the new feature "Load Spreadsheet" the LOVs from header generates JAVA exceptions.

ERROR
oracle.apps.bne.exception.BneFatalException-
oracle.apps.bne.exception.BneSQLException: Invalid operation" attempted to execute query on unopened statement in BNEBaseSQL.getBneResultSet method.

STEPS
The issue can be reproduced at will with the following steps:

1. Login into Enterprise Performance Foundation Administrator
2. Go To Process Management tab >> Spreadsheet Load
3. Select 'Table' and enter 'FEM_BALANCES' in the table name 

4. Launch Spreadsheet
5. Fill in the data in the header by double clicking on the mandatory LOVs:
a) "Ledger" - Instead of getting the LOV for the ledgers in the system a Error dialog page is displayed:
